Folnaro prepares the figures and is no substitute for tax advice. Accrual or cash basis, small business or not: you set it once and the reports follow.

Questions

Does Folnaro file the VAT return with the tax office?

No. Folnaro saves the figures as a file that you upload in Mein ELSTER, or you copy each value one by one. The EC sales list comes as a CSV file for the BZSt portal.

Does it work with cash and accrual basis?

Yes. You set the method once in Settings > Taxes. Below the VAT return Folnaro also shows what you would owe with the other method.

I am a small business. What does Folnaro show me?

Your turnover for the year against the § 19 UStG limit and, from 80 %, a note on how much room is left. You file a VAT return only if you receive services under reverse charge. Folnaro points that out.

Does Folnaro replace my tax advisor?

No. Folnaro prepares the figures and shows where they come from. The tax assessment stays with you and your tax advisor.
